Empty everytime I visited I was alone, went to the little dog side so I didn’t realize you needed a permit, I wasn’t harrassed or even warned I only saw the sign after my second visit, I won’t be going back, dog parks need grass, not much fun when your the only visitor…
The dog water fountain doesn’t work so make sure you bring water. Not that many dogs comes to this park so if you have a friendly dog it’s not as enjoyable. For a big park they should have a dog pool for the summer and spring season
