It’s a park & I stood in a driving rain and the cold the entire time I was out there. Offers some really awesome views.
Pleasant fountain and park area to sit under the shade and enjoy the view of the US Capitol.

After a long renovation and closure that pre-dated the pandemic, Upper Senate park has re-opened! As of 3/26, the fountain was not yet running, and access was only from the south, east, and west, but it is glorious!
